Once you have leveled at least one of your two classes to ten, you can talk to Lehman in the Varanas Class Hall to learn transmution, unlock the arcane transmutor, and receive ten free charges (which is enough to transmute two pieces of gear).
Can't find Lehman? Hit your backspace key to open up the world map, type his name into the search box (it's case-sensitive), and double click on him. Just like magic, you'll have an arrow on your minimap and hovering next to your character, leading you straight to him.
Trust me when I say that this add-on will make your transmution ventures much, much easier. You can download the add-on here. If you don't want to download and install the Curse client application, just unzip the downloaded archive into C:\Program Files\Runes of Magic\Interface\Addons (where C:\Program Files\Runes of Magic is where you installed the game).
Once you've installed the add-on, either restart your client or type /script ReloadUI() in the general chat box to reload the interface, which will activate the add-on.
Learn the three key elements of transmuting.
You need three things to transmute a piece of gear as a lowbie:
1. Three identical fusion stones
2. Three pieces of high-level gear, each with one high-level stat
3. A piece of gear to buff up with the aforementioned stats
So now we'll acquire these things.
Find three identical fusion stones on the auction house.
Don't worry about what stats these stones have. You just need to find stones that have the exact same three, low-level stats. To start, open the AH and select Fusion Stones under Equipment Enhancers in the left-hand list of categories. Then just type the word "fusion" in the Keyword box, and click Search. It'll take a few seconds to load the search results, so be patient.
I already know from doing transmution in the past that +9 stats are pretty hard to find, so I'll look at the next stone, which in my case has +3 Stamina, +3 Strength, and +10 Maximum HP. This is a better stone to start with.
Put one of the three stats in the first Filter box in the top right corner of the AH. I'm going to try +3 Stamina. The filtering will happen fairly quickly. When it's done, click the Auction Price header three times to re-sort your search results, and start hovering over the stones in the results to find ones that have at least two identical stats.
As luck would have it, in making this tutorial, my first stone turned out to have three other identical mates on the Reni AH - and at some great prices, too! If you can't find two stones that match the first stone you looked at, keep trying different filter combos until you can find three identical stones.
Once you've found three identical stones, buy them! Now it's time for the next step.
Find three pieces of high-level gear on the AH. - This is the most expensive part of transmuting in terms of gold cost. In my experience on Reni, I can expect to pay between 25k and 55k gold per item, depending on the stat I'm looking for. Don't have enough gold? Start selling! Auction anything you loot that is worth at least 1500 gold (another benefit of the Advanced Auction House add-on: hold down the Alt key and hover over items in your bag to see a quick average of how much that piece of gear has sold for recently on the AH), and sell bound high-value items (like quest rewards) to NPCs.
To start your search, select the Armor category and enter 43 and 55 as the level range. This is important to ensure that your mana stones (the result of combining a fusion stone and a piece of gear, as detailed in the next step) are all the same tier. Gear between these levels will always be Tier 3. You cannot use mana stones of different tiers on a piece of gear.
Once your search results are loaded, you can use the filter box to look for specific items. Below is a rundown of what stats you should look for based on your class, in order of priority.

A few notes: there are other stats that are viewed by most players as better for certain classes. This guide is specifically geared toward statting up your gear from a low level so that you can kill things faster, gain XP faster, and complete quests faster - which all translates into leveling faster. Stamina items are excellent for any class, as they increase your HP by leaps and bounds and add to your physical defense. However, high-level Stamina items are ridiculously expensive on the AH and are entirely not worth the gold for low-level characters.
Knights, Wardens, Warriors

Filter on each stat one at a time, and use the price sorting feature to find the lowest-priced item with that stat. I'm going to be making a belt for one of my mages in this example, so I'm going to look for those appropriate stats.
Find a piece of gear to buff up with the Arcane Transmutor - You don't have to look for gear the way that I do, but I'll explain how I do it anyhow. I play lots of different characters (my name is shifuimam, and I'm an alt-a-holic ...heh), so I don't ever transmute gear that's bind on equip or already bound to my character. This means that the gear I transmute is always white.
Another thing to look for is gear that is clean. This means it has no stats on it whatsoever. When you transmute gear, the lowest stats take priority over higher stats. Since gear can only have six stats total, and we're already going to be putting three low-level stats on our gear from the fusion stones we bought, you must make sure to find a piece of gear that's clean. One note, however - filled rune slots are okay.
Third, look for something that is high durability. If your durability stays over 100, you get a 20% bonus on all the stats on that piece of gear.
And lastly, of course, make sure it's a material that your class can wear!
I also tend to look for items that are below level 15 (or level 20 or 22 if I don't get lucky enough), so that my characters can start wearing things right away. As a starting item, look for Magical Leggings or Rough Cloth Pants. Both of these items seem to be plentiful on the AH, with high durability, no stats, and ultra-low prices since they're below level 12.
For my example, I'm going to use a cloth belt I found that has one crappy stat in a rune slot. The durability isn't fantastic, but it's good enough for me, especially since finding low-level cloth belts is fairly difficult.
Don't put too much emphasis on trying to find gear with rune slots - drillers are in the item shop for cheap if you really want more than six stats.
Now we've got our three identical stones, our three pieces of high-level gear, and our piece of white, high-durability, clean, unstatted, low-level gear that we're going to transmute.
The transmution process - Open up your Arcane Transmutor - it's a little treasure chest icon inside your bag. If this is your first time using the transmutor, it will show that you have ten charges available for use.
Place one fusion stone and one piece of high-level gear in the transmutor. Preview the result before you click confirm!!! Make certain that your fusion stones are all identical, and make sure that you've placed the right piece of armor in the transmutor. When you hover over the previewed Mana Stone Tier 3, you'll see that it has the three low stats from the stone, and the single high stat from the gear:
Once you're absolutely, 10,000% certain everything is right, click Confirm. Move the resulting mana stone back into your bag.
Repeat this process for the other two pairs of fusion stone + high level gear.
You'll end up with three shiny gold mana stones. Place all three stones in the transmutor, along with the gear you're going to buff up. Preview the resulting item to make sure it's correct.
Not bad for a level 9 belt, eh? When you are definitely most absolutely certain that everything is right, click confirm.
